நேர்முகத் தேர்வில் தமிழில் பதில் அளிக்கும் வசதி

மத்திய அரசின் குரூப்-ஏ உள்ளிட்ட உயர் அதிகாரிகள் யு.பி.எஸ்.சி. எனப்படும் மத்திய பணியாளர் தேர்வாணையம் மூலமாக தேர்வு செய்யப்படுகிறார்கள். இதேபோல், குரூப்-பி அதிகாரிகளையும், குரூப்-சி பணியாளர்களையும் ஸ்டாப் செலக்சன் கமிஷன் என்று அழைக்கப்படும் பணியாளர் தேர்வாணையம் (எஸ்.எஸ்.சி) தேர்வு செய்கிறது.

பல்வேறு துறைகளுக்கு தேவைப்படும் கீழ்நிலை எழுத்தர், மேல்நிலை எழுத்தர், கணக்காளர், ஆடிட்டர், உதவியாளர் போன்ற பணியிடங்களும், வருமான வரி ஆய்வாளர், கடத்தல் தடுப்பு அதிகாரி, அன்னிய செலாவணி கட்டுப்பாட்டு அதிகாரி, மத்திய காவல்துறை உதவி ஆய்வாளர், சுங்க இலாகா மற்றும் சென்ட்ரல் எஸ்சைஸ் ஆய்வாளர், இளநிலை பொறியாளர் என 30 விதமான பதவிகள் எஸ்.எஸ்.சி. போட்டித் தேர்வுகள் மூலமாக நிரப்பப்படுகின்றன.

பணியாளர் தேர்வாணையம் நடத்தும் 10-ம் வகுப்பு கல்வித் தகுதி கொண்ட தேர்வுகளுக்கு எழுத்துத் தேர்வு மதிப்பெண்ணை அடிப்படையாக வைத்து பணியாளர்கள் தேர்வு செய்யப்படுகிறார்கள். இதற்கு நேர்முகத் தேர்வு எதுவும் கிடையாது.

ஆனால், பட்டப் படிப்பு தகுதியிலான போட்டித் தேர்வுகளுக்கு எழுத்துத் தேர்வுடன் நேர்முகத் தேர்வும் உண்டு. தற்போது நேர்முகத் தேர்வு இந்தி அல்லது ஆங்கிலத்தில் மட்டும் நடத்தப்பட்டு வருகிறது. இந்த நிலையில், தமிழ் உள்ளிட்ட இந்திய அரசியல் அமைப்புச் சட்டத்தில் 8-வது அட்டவணையில் அங்கீகரிக்கப்பட்ட 22 மொழிகளிலும் நேர்முகத் தேர்வை நடத்துவது குறித்து எஸ்.எஸ்.சி. திட்டமிட்டு வருகிறது.

ஏற்கனவே மெட்ரிக் நிலையிலான எஸ்.எஸ்.சி. தேர்வில் கேள்விகள் மேற்சொன்ன 22 மொழிகளிலும் இருக்கும் என்பது குறிப்பிடத்தக்கது. புதிய வசதியின்படி, நேர்முகத் தேர்வில் கேள்விகள் ஆங்கிலத்தில்தான் கேட்கப்படும். தேர்வர்கள் அவற்றுக்கு தமிழில் பதில் சொல்லலாம்.

அவர்களின் பதில் தேர்வுக் குழுவுக்கு ஆங்கிலத்தில் மொழிபெயர்த்து தெரிவிக்கப்படும். இதே நடைமுறைதான் ஐ.ஏ.எஸ்., ஐ.பி.எஸ். உள்ளிட்ட பணிகளுக்கான சிவில் சர்வீசஸ் நேர்முகத் தேர்விலும் பின்பற்றப்பட்டு வருகிறது.

தற்போது, பட்டப் படிப்பு கல்வித் தகுதியிலான தேர்வுகளில் கடைபிடிக்கப்பட்டு வரும் கொள்குறி வகை (ஆப்ஜெக்டிவ்) முறைக்குப் பதிலாக 2-வது கட்ட தேர்வில் விரிவாக பதில் அளிக்கும் முறையை கொண்டுவருவது குறித்தும் பரிசீலனை செய்யப்பட்டு வருகிறது.

தமிழ்நாடு அரசு பணியாளர் தேர்வாணையம் நடத்தும் குரூப்-2 தேர்வில் வினாக்கள் முறையில் மாற்றம் கொண்டுவரப்பட்டுள்ளது. பட்டதாரிகளின் அறிவுத்திறனையும் ஆற்றலையும் சோதிக்க கட்டுரைகள் எழுதும் வகையில் வினாக்கள் கேட்கப்பட இருக்கிறது.

குரூப்-2 தேர்வு

தமிழ்நாட்டில் உள்ள அனைத்து துறைகளிலும் இளநிலை உதவியாளர், உதவியாளர், மாவட்ட அதிகாரிகள் உள்ளிட்ட ஏராளமான பணியிடங்களை நிரப்ப அரசு உத்தரவின் பேரில் தமிழ்நாடு அரசுப்பணியாளர் தேர்வாணையம் எழுத்து தேர்வு நடத்தி வேலைக்கு ஆட்களை தேர்வு செய்துவருகிறது.

வழக்கமாக குரூப்-2 தேர்வு இரு வகைப்படும். ஒன்று எழுத்து தேர்வு மட்டும் உண்டு. நேர்முகத்தேர்வு கிடையாது. மற்றொன்று எழுத்துதேர்வும் உண்டு. நேர்முகத்தேர்வும் உண்டு.

இந்த குரூப்-2 தேர்வுக்கு முன்பு ஒரே தேர்வுதான் உண்டு. ஆனால் இப்போது குரூப்-1 தேர்வு போல, குரூப்-2 தேர்விலும் முதல்நிலைதேர்வு, மெயின்தேர்வு என்று கொண்டு வரப்பட்டுள்ளது.

நேர்முதத்தேர்வு இல்லாத தேர்வில் மெயின்தேர்வில் அதிக மார்க் எடுத்தால் அவர்களுக்கு வேலை கொடுக்கப்படும். நேர்முகத்தேர்வு உள்ள பணிகளில் நேர்முகத்தேர்வில் உள்ள மதிப்பெண்ணும், மெயின் தேர்வில் எடுத்த மதிப்பெண்ணும் சேர்த்து கூட்டி அவர்கள் அதிக மதிப்பெண் பெற்றிருந்தால் இட ஒதுக்கீடு அடிப்படையில் வேலைக்கு தேர்ந்து எடுக்கப்படுவார்கள்.

இந்த குரூப்-2 தேர்வில் முதல் நிலை மற்றும் மெயின் தேர்வு நடத்தப்படுகிறது.

கேள்வி முறையில் மாற்றம்

மெயின் தேர்வில் ஒரு கேள்வி கொடுத்து அதற்கு சரியான விடை உள்பட 4 விடை கொடுக்கப்பட்டிருக்கும். அதில் சரியான விடையை டிக் செய்தால் மதிப்பெண் உண்டு. இதற்கு ஆப்ஜெக்டிவ் முறை என்று பெயர். இந்த முறை உண்டு. அதே நேரத்தில் இந்த தேர்வு எழுதும் பட்டதாரிகள் எழுத்து திறன் கொண்டவர்களாக இருக்க வேண்டும். அவர்களின் அறிவு மற்றும் ஆற்றலை சோதிக்கும் வகையில் கட்டுரைகள் கேட்கப்பட உள்ளது.

இந்த புதிய முறையின் காரணமாக திறமை உள்ள பட்டதாரிகள் மட்டுமே பணிக்கு வர முடியும். ஒருவர் குரூப்-2 தேர்வில் வெற்றி பெற்று பணியில் சேர்ந்தால் பின்னர் குரூப்-1 தேர்வு எழுதினால் அவர்களின் பணி அனுபவம் குரூப்-1 தேர்வுக்கு பக்க பலமாக இருக்கும். அதன் காரணமாக குரூப்-1 தேர்வில் வெற்றி பெற நல்ல வாய்ப்பு உள்ளது.

ஐ.ஏ.எஸ்.அதிகாரிகள்

குரூப்-1 தேர்வில் வெற்றி பெற்று பணியில் சேர்ந்தால் 8 வருடத்தில் அவர்கள் ஐ.ஏ.எஸ். அதிகாரிகள் ஆவார்கள்.

எனவே அரசுப்பணியாளர் தேர்வாணையம் நடத்தும் குரூப்-2 தேர்வையும் எழுத ஏராளமான பட்டதாரிகள் ஆவலுடன் காத்திருக்கிறார்கள்.

குரூப்-1 மெயின் தேர்வு இன்று தொடங்குகிறது
